The answer is NO. Nails can not be too short for applying gel nail polish. You can use gel nail polish on nails of every size.
This is because gel nail polish is applied to the nail surface. It does not need extra support from long nails. As long as you use gel nail polish carefully and correctly, it will not come off even if you have short nails.
